Auswirkungen des demografischen Wandels auf die kommunale Kreislaufwirtschaft

Alterung, Wachstum und Schrumpfung – die abzusehende demografische Entwicklung hat direkte und indirekte Auswirkungen auf die Abfallwirtschaft. Unter anderem sind Effekte auf die logistische Organisation der Abfallsammlung sowie der Altersstruktur im Personalwesen, des Fachkräfteangebotes und der Auslastung des Anlagenparks zu erwarten. Doch die Kommunen müssen dieser Entwicklung nicht tatenlos zusehen. Durch gezielte Maßnahmen in den Handlungsfeldern Logistik, Personal und Anlagenpark können sie dem demografischen Wandel begegnen. Im Rahmen des UBA-Vorhabens „Demografischer Wandel und Auswirkungen auf die Abfallwirtschaft“ wurden durch das Deutsche Institut für Urbanistik (Difu) und das Öko-Institut e. V. die Auswirkungen des demografischen Wandels auf die Abfallwirtschaft in Deutschland untersucht und Lösungsvorschläge für die entsprechenden Herausforderungen in einem Leitfaden erarbeitet. Die Analyse und Auswertung erfolgte auf empirischer Basis sowie in Bezug auf ausgewählte Demografietypen und entsprechender Modellregionen (Berlin, Greiz, Mecklenburgische Seenplatte, Groß-Gerau). Durch die Einbindung kommunaler Praxispartner ist es gelungen praxisnahe Lösungsansätze zu entwickeln und bereits erfolgreiche Beispiele aus der Praxis zu präsentieren.

Ageing, population growth and shrinking – the demographic change has direct and indirect impacts on the waste management. It has effects on the logistic organisation of the waste collection, the age structure of the staff, the shortage of skilled worker and the utilisation capacity of the treatment facilities. However, municipalities have the skills and experience to approach the challenge. They can face the demographic trends with specific measurements in the fields of logistic, staff and the facility park. The German Institute of Urban Affairs (Difu) and Oeko-Institut e. V. worked on the study „The Demographic Change and its Impact on Waste Management“ which was funded by the Federal Environment Agency (UBA). Its goal was to investigate the impact of demographic change on future material flow and waste management and to develop solutions for dealing with the resulting challenges. Different methods were used in the project like scenario techniques, interviews and workshops with practical experts. As a project result a guideline for public sector stakeholders was developed (e. g. local govern ment representatives). The guideline includes a work-up of the key challenges and presents concrete results and solutions in the waste management sector to address the demographic change.
