Innenentwicklung als Programm – das Nachhaltige Bauflächenmanagement Stuttgart (NBS)

Für prosperierende Städte, zu denen Stuttgart zählt, ist eine nachhaltige Stadtentwicklung nur mit dem Ziel Innen- vor Außenentwicklung möglich. Wesentliche Voraussetzung ist dabei die Kenntnis über sowie die effektive Nutzung von vorhandenen Bauflächenpotenzialen im Sinne einer Flächenkreislaufwirtschaft. Da die Flächenpotenziale auf Grund des andauernden Strukturwandels nachwachsen, ist eine systematische Herangehensweise notwendig. Das Wissen um die Potenziale reicht dabei allein nicht aus. Es muss auch darum gehen, den Prozess der Flächenkreislaufwirtschaft positiv zu unterstützen und Aktivierungs- und Qualifizierungsinstrumente in Bezug auf den Städtebau zu entwickeln. Stuttgart ist auf Grund seiner topografischen Voraussetzungen mit diesem sensiblen Thema bereits seit längerer Zeit vertraut.

For prospering cities like Stuttgart, a sustainable development is only successful with the focus on inner urban development. The essential requirement is the knowledge as well as the effective usage of existing potentials for building areas in the sense of an area-circulation management. Potentials for building plots in the inner area are regrowing through a continuous structural change, so a systematic approach is required for a permanently successful area management. Knowing the potential is not sufficient. The aim must be to support the process of the area management system in a positive way and to develop activation and qualification instruments within the framework of urban planning. Due to its topographical prerequisites, Stuttgart has been familiar with this sensitive topic already for some time.
