Wo stehen wir vor der nächsten Trilog Runde zum EU Abfallpaket?

Seit Juli 2017 sind die statistischen Zahlen für die Bundesrepublik von 2015 veröffentlicht und das Trilog Verfahren zwischen EU Kommission, Parlament und Rat in Brüssel zum Abfallpaket und den Quoten ist in vollem Gange. Deutschland bringt eigene Ideen zur Berechnung ein. Wo stehen wir wirklich auf Basis der neuesten verfügbaren Zahlen? Die Autoren haben sich den veröffentlichten Zahlen von 2015 angenommen und zusätzlich die von der EU Kommission vorgeschlagenen Berechnungsgrundlagen für das Recycling im Rahmen des Kreislaufwirtschaftspaketes vom Dezember 2015 angesetzt. Das Ergebnis ist desillusionierend. Auch im Jahr 2015 werden nur 36 %–40 % und nicht wie die Statistik uns glauben machen will 67 % tatsächlich recycelt. Nach der neuen EU Berechnungsmethode sind es rund 47 % bis 52 %. Die Autoren üben seit Jahren Kritik, dass auf Recyclingquoten für Massenabfälle wie PPK, Glas, etc… abgehoben wird, statt den Fokus auf strategische Metalle, seltene Erden u. a. zu legen. Insgesamt legen Deutschland und die EU zu viel Augenmerk auf die Stufe 3 der Abfallhierarchie (Recycling) und vernachlässigen die Stufen 1 und 2 (Vermeidung und Vorbereitung zur Wiederverwendung).

The statistical figures for the Federal Republic of Germany from 2015 have been published since July 2017, and the trilogue procedure between the EU Commission, Parliament and Council in Brussels on the Circular Economy Package and recycling quotas is in full progress. Germany has its own ideas for their calculation. Where do we really stand based on the latest available figures? The authors have analysed the published waste balance for 2015 on their own and additional on the basis of the calculation method proposed in the Circular Economy Package by the EU Commission in December 2015. The result is disillusioning. Even in 2015 only 36 %–40 % are actually recycled, instead of 67 % how statistics will make us believe. According to the new EU calculation method, it is around 47 % to 52 %. The authors have been criticizing for years that recycling quotes for bulky waste such as paper & cardboard, glass, etc. being raised instead of focusing on strategic metals, rare earths etc. All in all, Germany and the EU place too much emphasis on stage 3 of the waste management hierarchy (recycling) and neglect levels 1 and 2 (prevention and preparation for re-use).
