Internationales Zukunftsmodell in der Abfallwirtschaft

Während die einzelnen Verpackungen und Artikel in vielen Ländern identisch sind, ist der Entsorgungsstandard international in keiner Weise vergleichbar. Daher stellt sich die Frage, ob es nicht in allen Ländern eine generelle Verpflichtung geben müsste, dass diejenigen, die Waren auf den Markt bringen, auch für die spätere Entsorgung verantwortlich sind. Bereits zu Beginn der 1990er Jahre wurde zunächst in Deutschland, dann in Europa und später auch weltweit über das Prinzip der „erweiterten Produzentenverantwortung“ (EPR) diskutiert. In zahlreichen Ländern wurde es eingeführt und mit unterschiedlichen Erfolgsergebnissen umgesetzt. In vielen Ländern fehlen vor allem Geld, Technik, Infrastruktur, Know how, Organisation und Planung, Information und Bewusstsein. Die Regierungen und Kommunen sind mit dem Aufbau einer geregelten Abfallwirtschaft überfordert. Hier können EPR-Systeme in der Hand derjenigen Unternehmen, die auch die Verpackungen und Produkte auf den Markt bringen, ein internationales Zukunftsmodell sein. Wichtig sind dabei aber interpretationsfreie Regelungen und klare Verantwortlichkeiten für Umsetzung, Kontrolle und Vollzug. Einige Länder außerhalb Europas, wie z. B. Chile, Jordanien und Tunesien, haben die Möglichkeiten erkannt und beabsichtigen systematisch Systeme zur erweiterten Produktverantwortung aufzubauen.

While the single packaging and products are identical in many countries, the international disposal standard is not comparable at all. Therefor, it should be discussed whether there should not be a general obligation in all countries that those who place goods on the market also be responsible for the disposal. In the early 1990ies the principle of „extended producer responsibility“ (EPR) was discussed in Germany, then in Europe and later worldwide. It was introduced and implemented in many countries with different results of success. Most countries lack especially money, technology, infrastructure, know-how, organization and planning, information and awareness. There the governments and municipalities are overstrained with the organization of a controlled waste management. EPR systems in the hands of those companies that put packaging and products on the market can be an international model for the future. Regulations leaving no room for interpretation and clear responsibilities for implementation, control and execution are important for this. Some countries outside of Europe, e. g. Chile, Jordan and Tunisia recognized the opportunities and plan to systematically develop systems for extended producer responsibility.
